Yes for Germany! Outbound from SG you’ll need to look at the country you are flying in. If the country would require you to fly on a VTL or not. For Germany, it doesn’t matter if it’s VTL or not.

Hi sister I'm travelling to norway april but norway no longer need pcr or art on arrival only booster vaccinated required with QR code. My problem can I leave singapore with no pcr or art test .
That’s good news. We left sg without any test for Germany since there was no entry requirements. It should be the same for Norway if they are removing pcr/art. You should be able to board the plane without any test. But do call your airlines to double check just in case!

We didn’t have to do any test when we went from France to Germany. We just cross the border. Similarly to Austria, we didn’t have to test for anything.
