本路線闢建計畫緣起於1991年1月間地方人士及原臺北縣政府（今新北市政府）為改善東北角交通路網及促進平溪、雙溪區發展，防止人口外流及核四廠疏散計畫之緣故，建請打通基隆市與新北市平溪、雙溪間公路。台2丙線除暖暖－十分段為新闢路線外，十分後至福隆段是沿著北38線及縣道102號（今市道102號）之路廊進行拓寬或截彎取直。
The construction plan of this route originated in January 1991 when local people and the former Taipei County Government (now the New Taipei City Government) aimed to improve the transportation network in the northeast corner and promote the development of Pingxi and Shuangxi Districts to prevent population outflow and the evacuation of the Fourth Nuclear Plant. For the sake of the project, it is proposed to open the highway between Keelung City and New Taipei City Pingxi and Shuangxi. In addition to the Nuannuan-Shishi section of Provincial Highway 2 C, which is a new route, the section from Shishi to Fulong will be widened or straightened along the road corridor of North Route 38 and County Road 102 (now City Road 102)
