saiyan cells dont allow you to retain powers you previously had. thats not how cell works at all. he was created with those cells. he had gokus abilities from the get go.
I have a theory about Zalama. What if every Namekian is just a part of him or at least descended from parts of him. Similar to how Piccolo and Kame were split. So with that theory, if every Namekian had to merge again, then they would probably reform into Zalama (this would probably have to include the Namekians of both universe 6 and 7)

I'm not sure how it is this dude doesn't know about the cell one, cell quite literally explained it in one of the episodes how it is that he regained his full power again. He said that each of his cells had a life of its own and each cell is capable of holding the memory of his former power. So even though he had lost Android 18, when he was destroyed in the explosion and his cells regenerated his body, they had already tasted the power of His perfect form and they held on to the memory of that power so when he regenerated, he was able to come back with his full power and much like sayian, he got a zenkai boost from his destruction making him even stronger and during the explosion he said that he had absorbed the knowledge of how to perform the Instant Transmission from Goku. So cell already explained how he got his power back.

Zamasu only became one with Universe 7 thus only that universe in the future was erased, also when a supreme kai dies the god of destruction dies as well thus no destroyers were left to deal with him, 3rd zeno and the grand priest likely didn't care enough to worry about the threat as they knew he wouldnt gun for them.

Number 1 answer was explained briefly in the granolah arc in dbs manga. Frieza took over planet cereal from the cerealians and then resold to the sugarians. Basically he resells planets he conquers for profit, like some sort of evil house flipping business.
For me the Cell one is like. He has Saiyan DNA and Saiyans have Zenkai Boost when recovering from life threatening injuries and blowing up is life threatening. It's likely the zenkai boost from regenerating from nothing gave him what he needed to regain his perfect form.
we also need to see the universe 12 time traveller, why we have more than one supreme kai in universe 7 but not in other universes, which i think is probably because the other universes were not thought of yet.
Cell's cells got a Zenkai boost when he blew up cause his Saiyan DNA his cells remembered being in the perfect form even in dragon ball goku states multiple times that the same attack wouldn't work on him twice because his body remembers it

Only the concepts that appear in both anime and manga or that have concept art drawn by Toriyama (with exceptions to Vegito Blue, Kale, and UI which were Toei ideas that Toyotaro later adapted into the manga due to fan’s expectations) were created by Toriyama.
