Lucky man, good work. The cavitation plate should in most applications be about flush with the bottom. The aim of course, is to have it level with the water surface when planing. A couple of mm is not going to make a difference.

All that work and now you have a hull with a huge hole in it, I am no Nautical engineer but I am not sure having big holes in the hull will add flotation but like I said I am no expert lol.
Just a thought M, do you know anyone who does vacuum forming? To produce an 3D MDF plug pattern for something that has no straight edges for referencing are quite easy to make, slight relief angles are relatively easy to sand, machine or just use some kind of filler. The resultant mould in solid PVC, Polypropylene or HDPE (PP & HDPE are more difficult to vac-form) for you to fibre glass inside or the outside of the vac-formed mould would be a doddle for you. That's a big hole, hope you've got a decent bilge pump, ha, ha.
Always a million steps ahead of where I’m thinking lol 😂 I don’t know anybody that does vacuum forming. I would love to give it a shot but I’m just trying to get it splashed asap before I lose my mind! Every time I do any cnc work I think of you shaking your head (with a smile) …, no vacuum still, rusting rails, cnc computer rattling away with all the dust clogged in it… I wish I had more time and space to do everything I wanted… There’s so many other things I want to do with my life…
If you need a template for stern drive bolt holes and angles etc, I can help and in Bris .It is actually a metal fixture which gets the bolt holes square with the transom. I am doing a B28 in my shed at L/holme
Thankyou very much for the offer but it’s too late. I got it the hole in permanent now. The cab plate is set approx 5mm below keel like.. I think iit should be right at that height?
