At the end of the day, you just have to make some calls, and estimate the hands they are playing by the number of hands played. Many people think it doesn't matter what they are holding, as long as it doesn't get to the river, but I think it does. Making educated calls, with a hand with sufficient equity, leads to positive outcomes.

Just old fashioned poker supported by data. Villain with overly tight range = overfolding to aggression. Villain with overly loose range = calling wide. I see this from a few fish who have never folded preflop in recorded history. Many of them having sizing tells on the river which makes life easier. Push value mercilessly and far wider than you would vs a good player. You can also float IP and blast off bluffs vs their weaker river stabs if you picked up on their tells. If the fish didn't bink weird 2 pairs from time to time, they'd never play.

On average how many hands should you be playing per hr? Does this matter?

it depends on the players you're playing with how many players you're playing with the type of game (cash or tournament etc) if antes are involved and the size of the antes stack depth also depends on your skill level as a player

I give you an example. I came to Nice, there was a casino with small tournaments but a particular day they didn't have one so I sat down to play a cash game (I am not a big fan of cash games in general). Days later I was told by the regular players it is a trap for a tourist, but the first day I didn't know that. I watched a guy on the next table doing 3 re-entries while I was sitting at my table. The minimum buy in for 5-10 euro game was 250, so I had 250. The table is 9 ppl. I went down to 80 euro within an hour loosing with aces to 2 pair and some dumb stuff like that. And then I was lucky with a straight and followed by some FH. I was a very tight beginner and left with 380 euro (folding 77 pre-flop to a raise which surprised a pro sitting next to me I befriended chatting - he didn't play against me as I was too tight, and I didn't know it back then, too). I felt like I went to gym to some power lifting training without knowing what is it for real. So, days later I am chatting with some old local guys and they told me who is who, whose girlfriend or a friend is that one and that one and that typical thing - they don't play against each other. The small 100 euro tournaments they had - 40-60 ppl average are completely different by the atmosphere. How it is related to your question? Well, it depends on each table how many hands you'd play. I tend to overfold preflop all small cards from the position, so being extremely tight and not defending blinds more often than I should I was playing maybe 5 hands per hour at the sharky table overfolding postflop, too. And if you are the sharky table you tend to lose all your stack within 15 min playing too loose. Always read the opponents. That's how you'd know how many hands you'd play. Note that GTO charts shrink at sharky tables.

Call any pair... Really? I have had 1 session after being on the hitter fir 2 session. Was calling with moderately good hands and ended up loosing 5 buy-ins!
