They asked Oda if the one piece world has electricity because they wanted to add lights to the baratie and such. Oda himself was surprised by the question cause no one ever thought to ask him that. And after some thinking, Oda confirmed to the netflix team that YES the one piece world does have electricity, so it is totally fine for them to add lights/neon lights. So yeah, thats not a mistake :) Great video tho, loved it :D

It's clear that the show is in a different universe where some Inventions happened sooner. You can see it not only with the neon lights... But the clothes that the characters are wearing and maybe the fact that there's electricity. It's a stylistic choice, not a mistake.

Just to point out that the One Piece era is simultaneously behind and ahead of our own. My headcanon is that its about 12,000AD, maybe even closer to 30,000. The world building apocalypse doesn't seem to be a direct result of where we appear to be headed, so maybe we've had a couple more cycles between now and the events of OP. Neon was decided not to interfere with existing lore, and I have to say,, I think I'm onto something

5 and 6 are not mistakes. One piece world is not our world. Strawhats wear modern attire in the entire anime, so technically, we can't correlate the pirate era of one piece with our world. There are also robots, Androids, lasers etc in one piece world. The neon lights and presence of Electricity was approved by Oda sensei when he was consulted if the one piece world has electricity. The Fish Skin thing might be discovered by midern medicine in recent century, that doesn't mean it was a common knowledge in olden times. And especially considering one piece world having a totally different kind of history, technological evolution different from our world, we can't compare and say they are inaccurate or wrong. That's just one piece world.

Jinbei and franky are easy to adapt, cyborgs are being made using CGI think about transformers and other sci fi movies. As for Jinbei, think about how people made Avatar the way of water, my only concern is how are they going to present chopper in the series.
