It's to prevent loss time from absorbing elemental particles. As you can see when Ganyu uses her E, she generates 2 particles but it takes around 1s for those particles to be absorbed back go Ganyu. Opening the list or book trick can prevent that 1s from counting into the timer because Ganyu absorbs it while you open it.
