That’s what happens when you think you can control a man who sees everyone as a potential experiment. We saw it with the likes of Fenris too; there’s villains who will exploit amnesty. Just as there were those who embraced it (Greycrow and Apocalypse), those who needed some work but got better (Maddie and Amahl Farouk) and others, like Selene, who complied until it didn’t agree with her.
