Forge World Agripinaa is the world known for deploying "a large portion of it's strength" to fight the Black Crusades and even invading the Eye itself at times to mess up Dark Mechanicum worlds. the imperial knights are those huge walking war machines controleld by. well the imperial knights of the knight worlds who are essentially technologically advanced feudal nobles. in order to bond with one such knight they must complete the ritual of becoming, failing this will, if i remember correctly usually leave them in a near brain dead state and thus to make it so they can still serve it makes sense their families would send them to be turned to skitarii so as to serve the mechanicus and imperium still.

no, for one thing Necrons lost their souls when they transformed from Necrontyr to the bodies of living metal; Skitarii still have their souls, the AdMech would get in major trouble if they tampered with souls, since the human soul is considered sacred by the Imperium; also, from what i understand Necrons are far more uniform in design than Skitarii, Skitarii are private armies of whatever head techpriest is in charge of 1 or more forgeworlds, and as such their weps and armor can vary widely between armies
