I love Structural Engineers!!As per IS 456 2000 if lap required for above 36 mm dia bar in certain conditions .It is not completely prohibited but with certain items have to applied for lap of bar above 36 mm dia...

As per new amendment, From 36mm it is reduced to 32mm.

Point no -33. Actually weilding is not allowed in compression also (you mentioned in tension only) ,due to weilding reinforcement property will be change hence without appropriate approval or discussion without structural designer wont do this.
