The city "sweeps" up the encampments on occasion. The homeless will just move to somewhere else for a while until they are forced to move again. They are also spread out a little more so you won't see as many "encampments" because they know that's what draws more attention. Many homeless have also been moved into a former Doubletree hotel near I-70 and Quebec that the city now leases. But that's been a disaster for the city.
It looks like the video was taken on a weekday during normal business hours after rush hour while people are at work and before lunch. So I'm guessing most people were working. Also, there are a lot of homeless junkies loitering along the 16th St Mall, but this video cannot capture that because you cannot drive down the 16th St. Mall. If you want to see a lot of people, go there on a weekend during the summer.
I have to agree with you, my family moved to Denver in 1972, it was a well-respected city, now it's a drug addicted, crime and homeless infested city sad to say.
