Honestly you’ve got to admire the planning involved by Man Utd and Spurs to try and deflect any suspicious of throwing their games. Spurs started playing like crap 5 games ago to cover up their plan. The real credit goes to Man Utd though, to play like garbage for a whole season just to avoid suspicion of throwing the Arsenal game to hurt City is next level stuff, kudos Man Utd, kudos.
Man Utd play like garbage because their players are not very good. Last season they over performed as Casemiro and Ericken had their last Indian Summer. This season they have bought very bad. Mount is finished, the keeper is not an improvement on what they had, Amrabat is not fast enough for the Prem and the less said about Hojlund the better.

My concern with the Spurs player is that even in their misses it looked like they were not trying to win the match even though a champions league position was on the line. Spurs will always remain a small club.
