If the AFB is not set up properly the secondaries may never open thus becoming frozen in place for good..
The 60 AFB by the way is a better carb than later models in my opinion due to the ability for more fine idle setting. The primary throttle valves are completely closed and a 3rd circuit is used for idle which you can adjust the air flow/mixture (as well as idle needle screws) instead of a mechanical curb idle screw.
