OKC hasn’t traded any of their 5 billion first round picks yet, plus they have like 20 mil left over after the Hartenstein signing, plus they have the Kenrich contract and bird rights for whoever the hell could possibly want Gordon Hayward. Philly can move Paul Reed which would leave them with like 20 million in cap space outright, plus they can sign and trade Hield and Melton. And they have a first almost every year moving forward. And none of those moves would take either team above the second apron.
