Posters such as “staring is harassment” are everywhere, but how can one tell if it’s starring or just flirt attempt, we all know that “if she likes him it’s flirting if she doesn’t it’s harassment”, but you can never know in advance whether or not she’ll like you so why risking, that’s why you’d never ever see anyone coming up to a stranger in public places in the U.K.
