Also you notice that Clervie is wearing a Lumidouce Bell Necklace and you can see the Mother holding a Lumidouce Bell Flower ,talking about how disappointed she was with Clervie for not even fighting for the King Position.

I don’t think the ranking has something to do with their combat strength, it has something to do with their contributions to the Fatui. Although I can see Habibi Father being up there.

That being said, the top 3 are said to rival the gods in terms of power. Wanderer is only as strong as the lower ranked harbingers at first but after Wanderer comes back with results from his exploration he rises to the 6th seat. So a harbinger's total contribution also matters when deciding their rank.
