Taking something without paying for it is called theft. Expropriation without compensation is taking without paying and therefore theft, regardless of how you say it
To me the most worrying clause of this bill is the one allowing for EWC if the owner has lost control of the land. It basically means that having your land invaded is itself a reason for having your land expropriated with zero compensation. In the real world this means that nobody's land is safe from EWC.

This will economically destroy all banks, create economic pandemonium in the from of inflation and recession. If our banking system is gone, we lose the only competitive advantage we still have in Africa. Will people then as a consequence of this land grab also loose their pensions? Perhaps not, but if banks are bankrupt what will happen to pensions? This action has the potential to destroy South Africa’s economy to the extent that it is impossible to return to any level of economic activity for a long time. Just look at Zimbabwe. Furthermore, what does property rights include? Only land, or capital items as well. Alienation of property right forcefully is unconstitutional. Does this mean that the constitution is now null and void? The history of forced land grabs like this proposed by the ANC has never been an economic success. Even the Chinese had to abandon their social ownership of land and replace it with private ownership. They are now trying to move towards a system of full private ownership. I think this is an attempt by the ANC to hold on to power by appealing to the kind of nationalism Malema is famous for. They see their hold on the country's constituents dissipating due to their bad governance and widespread corruption, and are now trying to appeal to the black masses by stocking up black nationalist sentiment, but I do think that the majority of the country is informed enough to see the dangers of this to our socioeconomic and political stability, as well as the opportunities it will provide to those in a culture of corruption to further disenfranchise all of us, regardless of race.

The government already owns 21% of the land in South Africa (in KZN it owns 50% of the land through the Ngonyama trust) which is worth R1.5 trillion, yet that land is never discussed for redistribution to the people. They focus on EWC and white farmers for the political import the subject carries due to the inequalities created by colonialism and apartheid, its merely a tool to garner the votes of the majority of this country, if they really wanted to empower black people they've had 30 years to do it, this is just a ploy, playing on SA's history and the majority of people's indignation to hold on to power. What the majority of the country should focus on are things that will grow the economy such as foreign investment, an economy where the average, politically non-connected black person has the opportunity to become rich, rich enough to own land. This does not exclude the inequalities of the past, but to properly address them, logical solutions must be employed as opposed to emotional ones to address them. Remember that when Zimbabwe expropriated land from white farmers, they had the funds to just leave the country, while the majority of its black populace languished in the poverty that decision caused, all this while Mugabe and the political elite became billionaires, the same thing will happen here, and this time it'll be the majority of South African's crossing borders to become low paid laborers in white people's farms in other countries, as a lot of Zimbabweans do in South Africa today ironically. The politicians won't suffer if EWC is implemented, nor will the white farmers who probably have enough wealth built up to weather that storm, it'll be the majority black population who will suffer the most.
