I've experimented a little bit with sliding it back toward the tailpiece but there's not much (if any) change in the tone or the amount of muting. In my experience so far, I'd say it's more of an 'all or nothing' muting proposition.

Yeah, that's a legitimate concern. This mute would certainly take care of any neighbors hearing you practice.
