The photos are two-fold. They are good media content, but they also are evidence if anything happens. "Well here is what the car looked like before I towed it, so no I didn't damage it" "What do you mean I didn't have cones or lights out? Here's the proof".

They wanted to do a stat recovery (for which they get some lovely bonuses I should imagine!)

@@WhereTheWildlings-vr9kp If that was the case I would’ve retired early instead of getting a new job. 😂 Had to do far too many statutory recovery’s to remember. I can assure you though, We were always thankful when the drivers own recovery arrived first. The quicker I was off the carriageway the better

Highways can gets bonuses if they rescue you, in some scenarios. Plus, they charge you way more than any local breakdown company does, so their agency as a whole benefits. You don't want Highways to do anything but close the road when necessary. Do not rely on them to tow you or recover you under any circumstances. Especially because half of them can't even do the road-closing bit correctly. Highways really are a mixed bag. Half are super nice and do their jobs well, the other half are complete and utter numpties who either have no clue what they're doing, or are total jobsworths and won't deviate from their training textbooks once bit, regardless of what the situation actually is.
