No, the Pennsy never had a 4-8-4 steam locomotive. When they were seeking a new design for heavy freight service, they decided upon the J-1 2-10-4 (and later the Q1/Q2 Duplexes) because their freight traffic demands were so great that a 4-8-4 would have been inadequate, even with a heavy axle loading and a trailing truck booster. They needed an engine with 10 drivers for this type of service.
