The officer they called to the scene woth STRIPES (HIGHER RANK) advised them that because they were on the deployment team (on standby in case of further rioting) they'd only get involved with petty stuff if they have to. Doesn't seem a lot but, the times we have attended something like this, which ends in a shooting or some other violence, is something that happens a lot! Understandable to be confused about this. Long story short, with this kind of extremely low-level "crime" it's up to the cop whether he wants to write a citation or arrest him. Both are legal police responses to the "crime". They clearly decided on arresting him and as the cop said to the mother, they were going to take him to jail. When the cameras came out they then became scared of this legal but unnecessary arrest going viral as further proof of the unreasonable way the black community is policed in America. So they decided to cut him loose with a citation, which is how the situation should've been resolved in the first place. I believe this was around the time of the Freddy Grey situation, hence the comment about the paddy wagon and making sure he's buckled, so tensions were already flared and the population was already primed for protesting. That's why the black cop was saying the chief has decided not to make arrests unless it's actually a serious crime like someone has a gun.

It's a real concern that they care at all that they're being filmed, if they do their jobs correctly and honestly, a camera shouldn't phase them in the slightest. If they're doing it right, they got nothing to worry about. This could have been an opportunity to start to heal and improve the relationship between police and civilian, for them to focus on making a positive impact, I think some have forgotten they signed up to protect and serve. They were going to let him off because it was minor, however because news cameras were in the area. (During baltomore riots) They didnt want to be scene letting someone off when witnessed breaking a law. The camera's didn't save him, the camera's were going to get him arrested for something petty. The original officers on scene were likely new and didn't know how to handle something like that with a medis presence. The officer they called to the scene woth STRIPES (HIGHER RANK) advised them that because they were on the deployment team (on standby in case of further rioting) they'd only get involved with petty stuff if they have to. This would be the justification if the media decided to point out how policr weren't stopping people who were breaking the law. This narrative is completely twisted and I really wish people would think for themselves. It's literally all in the freaking video. The fact that so many people willingly lie to themselves astounds me.
right? and that stands for everything. I remember at my work when a manager was bugging because he didn't know they had cameras and they watch the film. I was like, "I didn't know either, but I work.. sooooo". guilty conscious will rat you out.

IM CONFUSED. IF THIS MAN ILLEGALLY DID WRONG WHY DOES THE COP SAY "IF IT WEREN'T FOR THE GUY WITH THE CAMERA HE WOULD BE GOING TO JAIL" If I stole something and someone had a camera when the cops came to arrest me they gone arrest me still. +Joshua JCF Alexander sounded more like he was disobeying orders from higher ups and blamed the camera guys. Didn't seem like the camera equip really saved the man, just stopped the officer from using possible force in an overpowered arrest. If that makes sense, given the context at the end.
+Joshua JCF Alexander It seemed fake to me. The cops said things they wouldn't normally say multiple times. Also, at 1:40 the two tanks driving by I mean come on! Like you said if you were illegally detaining them, why would they admit it on camera at the end? All just seems a little bit far fetched.
