about 6:00 to 6:30 are a colder than 7:00 I spent a year working outside

It depends on your elevation. The higher your elevation, the later the temperature changes occur. (Direct sunlight vs indirect rays). Both the high and the low temperatures of the day at 8,000 feet of elevation will both be later in the day than when at sea level.
