Maybe he hydrates himself a lot and that somehow powers his quirk (don’t know how, and it was even made fun of how he is unable to drink in the conventional manner). Similar to Shiozaki (I hope I spelled it right), the girl with vines for hair. Her quirk is powered by water and sunlight if I remember correctly.
