I don't think the design is as improbably creepy as y'all are saying it is. Children under five have very different standards of what is and isn't creepy than adults and older kids do. There are many real life early childhood mascots just as unsettling as this, who are often successful despite adults not liking them and there being a subsection of very small children who are absolutely terrified of them. Likewise, if a child under four had built an emotional connection with a beloved fictional character, then it would be a great way for a demonic entity (or whatever Mr Chuckle Teeth is supposed to be ) to lure them into the woods. The real problem here is that the boy is one or two years too old , and (judging by his linguistic abilities) much too developmentally advanced, to fail to recognize that Mr Chuckle Teeth is fictional and that somebody who dresses as his favorite fictional character and tries to lure him into the woods, is probably not to be trusted. A demon could totally pull this trick on a three year old or an older child with developmental issues, though.
Why would you give a child something so creepy and how the hell did the other mom not see the child leave?! Most moms notice things like that, we look out for all kids when out at the park. It’s like instinctual or something.
I remember watching this episode as a kid and finding it not as disturbing as most kid my age would now days this is disturbing and creepy yet I'm still drawn to the episode because it's the only one I remember seeing
It kinda takes away from the believability of the episode when the Mr Chuckleteeth character is so f---ing terrifying. What child would be seduced by him?
Mr Chuckleteeth is a direct send-up of Mr Noseybonk, a real-life kid's TV character who also wore a white, always smiling mask and never spoke. The real-life basis makes it believable.

Just for a second, I want you to look up the following: Noseybonk Fofao Little Marcy Psalty J.J. the Jetplane Mr. Chuckleteeth is creepy... but not inconceivably creepy. In the above context it's possible a world exists where this is an acceptable children's show.
The same sort that would get into Teletubbies, Mr. Noseybonk, Bozo the Clown, Mr. Blobby certain Kroft brothers characters, Psalty, Peppermint Park, the Sugar Krinkles mascot, most porcelain dolls and anything that you get when you let kids shows autoplay more than ten times on the RU-vid algorithm
Mister Chuckle Teeth is an iconic X-Files monsters but I do agree it makes no sense why he'd be so horrendously creepy-looking if he was a child's TV mascot, may of been better if the doll and character were more playful looking - then again this seems to be a homage to creepypasta culture as well as Stephen King so it still works.. just seems weird when none of the adults question why such a creepy show exists.
