I think they made Anko be fat because of the era that they are living, it is kinda easy to not be fat when a war is coming and you live on a era that is full of combats and stuff like that, but since Naruto became hokage, he decided to bring peace, so anko didn't had to be training or stuff like that all the time, than she discovered how good these foods were, and started to get fat, basically showing that Naruto away change people, for a example, Gaara was basically a monster, but after Naruto using talk no jutsu on him, Gaara became one of the most "good" characters from the anime, so i didn't got surprised by anko's fat body, it doesn't change a lot in the anime, since she is still good in fights.

Anko (purple hair chubby) She was abused & experimented on by Orochimaru (OG Naruto filler) She became a special jounin who lead tests at the Forrest of death. It makes sense that she's chubby because the only thing that really made Her joyful & at peace were sweet colorful dumplings.

Anko got fat because the leaf village has been in a time of peace for like, the past fifteen years, if you watch the OG series one of Anko's things is she loves food. People with her skills going on insane missions aren't really needed as much, so she started working at the academy, her gerring fat is kind of realistic while most other characters look the exact same lol.

The reason why Anko is fat, she eats Dangoes all the time, she doesn't get as much exercise because she isn't out on the field as much as she used to be, she's gotten older and so has her metabolism
