Secondly the ruling class during Safavids were Turkic Kizilbashs, just like Azeri Turkic was state language... Hence I don't know why should anyone consider Safavids as persians. If not to consider short rule of Zand dynasty, the first Iranic dynasty that was in power after Seljuk invasion in 11 century, it was Pahlavis and this is 20th century

Shah Ismail gave himself the title “king of Iran” and he spoke Persian too. Also, most scholars agree that his empire was Iranian, according to Wikipedia.

Ofcourse Persia was the exonym, the endonym was Iran; a highly diverse plateau of different ethnic groups including Turks.
