A couple of the books that are banned are " Flowers in the Attic" and " Assaination classroom." I recommend looking at the list of books and ask, should a teacher read this with a class or is this suited for independent reading? Water is heavy and takes up a lot of space so trucking all that water, or putting them on trains will never happen. Trains can make a dent in carrying the flood water, but the cost just to move water like, no one will nor the government will flip that bill. Dry areas need water diverted to them without seriously harming the native area the water is coming from.
