NYPD always blames "outside agitators." I wonder if Adams was a young cop at Tompkins Square riot in 1988? Mayor Koch and Commissioner Ward blamed it on "skinheads from Scarsdale." Later proven to be a police riot with a severe lack of command oversight. NYPD changed their crowd control policies after that, which is why we saw lieutenants, captains and inspectors doing the most violence at 2003 anti-war protests, and 2004 RepCon protests.
