The South African Local Government Association says about 27% of
municipal ward councillors are administering more than R500 billion of
taxpayers' money while possessing no qualifications or even a matric
certificate.
This comes from a Salga briefing in parliament which revealed that the
change of leadership in the 2021 elections resulted in a loss of
institutional memory and imposed a need for escalated induction and
other capacity-building programmes.
Governance and leadership expert Prof. Mazwe Majola says the
department and Salga have to come up with creative ways to ensure such
councillors assisted.
