I would say Luigi is more of a secondary character or background character, occasional protagonist maybe. Mario is the deuteragonist. Or maybe SMG4. Idk. SMG4 kind of stopped being important after all the new characters got introduced, but he’s still the main character the show is named after? Idk. Everyone is a background character really. Whoever the heck decides to be protagonist, everyone else sort of takes a backseat unless they decide to be the antagonist or guest star, hell, 90% of the time Luigi is just there not doing anything for the plot. [Luigi does absolutely nothing how original]
