Idk bout that Hal and Carol relationship, its seems quite toxic. Between locking Carol’s fiancé away and forcing Carol to talk to him to Carol agreeing to elope with the Sorrow Lantern even after the he questioned if she was sure, and then she just takes off in the middle of the wedding when the love ring arrives?

I believe Waller's misinformation campaign was powered by the Brainiac Queen, so the heroes couldn't do anything about it until the Queen was destabilized by Jonathan Kent.
