1. comet just does more damage, and since hwei has a lot of slows/cc is easy to hit. Aery is generally better on champs that has poke on low cd vs a melee, where they can proc aery more times than comet. 4. rabadons second has a bad build path, and when you only have one item, buying some cheaper components will be more worth it than waiting to buy rods. Only go rabadons second if u got a lot of kills or shutdowns and already have like 2.5k gold to buy two rods.

1. Comet is more dmg, tbh though aery is a very good rune too since it allows you to shield your teammates for a bit more with WW and WQ. Also it tends to be better vs melee champs, so I think either comet or aery is fine. Precision secondary isn't that good, I think the domination or inspiration trees are far superior. 2. Probably just didn't notice in game and also I didn't check bot lane hp in game, so in other words I wasn't aware that a play was happening/possible 3. You don't want to be grouped with TP up and share gold/xp with other carries. Try to spread out as much as possible when you are able to (unless dragon is spawning/you are sieging with baron) 4. It's pretty good, it can be expensive to get though and the build path on the way there really sucks. It feels awful to walk out of base with say 900 gold in the mid game and then lose a fight because of it. So if you're snowballing hard it's great, but be careful doing it every game.

I would say generally yes, the flat pen and movespeed is typically more valuable especially against skillshot champs

Hwei imo is weak to strong laning mages (Syndra, Ori) or to gank setup assassins (Sylas is ok, Fizz is good, Irelia is good etc). imo I would pick Syndra into Hwei, but if you don't like her atm maybe try Orianna instead?
