The interesting thing about the Hunger Games is that it functions less like an arena and more like a live televised show, essentially a huge Twitch Livestream, so you could be surviving and living off the land but chances are, if you are evil the crowd hates you and the game makers start arming your ops, and if you are just a npc you'll get hit by a random event like a laser sun, angry chimpanzees(who hates ALL races) or poisonous fog, so if you try to be an underdog and be as interesting as you can be, you could even get sponsors that help get you medicine, food, and tools to increase your chances of living Edit: Also, you'd have to be careful who to kill, because if you choose to kill someone considered a Capitol Favorite, you'll be cancelled faster than Mr Beast, except instead of lawsuits you get a nuke aimed at your general direction just because the guy you killed had fangirls who wanna see you die
