Hi! The store button can be found on Outlook 2013/2016 for PC and Outlook 2016 on a Mac. It's part of the Outlook applications. If you don't see it, your organization or CPU admin may have disabled that feature.
If they view the email on Outlook for PC, then no. MS Word is the HTML / Email render'er for Outlook. MS Word doesn't playback animated GIFs. Mobile device email clients (such as the default email apps for iOS and Droid), email checked from a Web Browser (i.e. OWA, gmail.com) or email checked from a Mac (Mail app or MS Outlook for Mac), then they can view the animated GIFs.
