Are you talking about when they crank the engine up or when the blades are spinning in general. When they crank the engine up, its the sound of the APU. Otherwise its the sound of wedges on the blades. When they do maintenance with main rotor flight control system, they have to do test flights to adjust the main flight control system. Wedges are 3M rubber stripes installed on the trailing edges of the blades to help with lifts and other aspects
