No, not morons. Just blinded by their own ambition. And over estimating their abilities and capacity to manage this software which no one not even the experts fully understand.
From your comment it´s pretty obvious that you haven't read much about or at least don't understand AI systems and the dangers it entails. The complexity of the internal systems architecture is unimaginable, not even the engineers designing it truly understand how it works. It is not as easy as writing a code like an if-then function. Frequently the problems are only discovered when operating it. For example, the AI system controlling the strike drone bombed the human operator in the middle of the test in order to target its objectives without any interference or limitations by humans. The engineers and design team working on it did everything they could to make it safe, but they did not foresee a reaction like that from the system. You cannot predict nor control such systems 100% and that is precisely the danger of operating such systems.
