It is a retail thing. You have to be the weekly best on mid tower to get that.

Best way to make ap ist to be solo in divine siege and dps boss without dying. Some elyos made around 900k ap this way (Saw a screenshot). Apparently the ap of boss is divided 50/50 by faction, then accounts surviving playes of the faction. Otherwise pvping is the second best option followed by dred, then Asteria/Roah. On the bottom of the barrel i would say farming Balaur guards is the slowes ap progression, cause pvping at these guards will grant you more ap. On my last AP part i farmed a lvl 38 rep quest on one of the inner forts around a 100 times cause it was fast and when pvp uccured i just rushed inside the fort since i had a high rank.
