The Three Keys is a level 32 Asmodian Campaign Quest, but it is gained and can be completed at level 27. Once this quest is complete, you will have access to the Fire Temple instance.this video is a walkthrough of the quest. i hope it helps! Good luck!

Thanks for the vid, what game version is it? Now in Aion NA we have it as a solo campaign, no group. I did the 1st and 2nd keys, couldn't find Flame Judge in Fire Room, the map doesn't show the location. Glide to the last platform - thanks for the guide, but it's a pity you don't have the map on your screen while going and gliding to there.
