It was never used in the campaign. It was the letter that Thrall gave to Rexxar to deliver to Jaina at the end of Act 1 of the campaign "The Founding of Durotar". Rexxar met Jaina in the "Coastal Base" chapter in the beginning of Act 2 and delivered Thrall's letter to her. But that item was never implemented in the campaign. I guess they didn't wanna occupy a slot from Rexxar's inventory. :)
