Shepherd actually didn't authorize Graves to fire on 141. He was put in command of the operation and ordered 141 to 'stand down' and leave the base.

Graves might not be someone you can like or trust but he definitely someone you need in this type of business and respect for what he brings in to the table for the success of the mission

I really wish they hadn't shoehorned him into being a bad guy in MWII. I'm tired of seeing PMCs and security contractors portrayed as duplicitous when in reality, they're mostly just ex-soldiers, special operations forces, marines, and intelligence specialists looking to get paid more to do the same damn thing our countries' trained them to do. Fun fact: probably a third to half of the people we had on the ground in the Middle East were contractors of some sort - all the way down to cooks, logistics people, security for high ranking officers and diplomats, and base security. A good book on the matter is Zero Footprint. It's about an ex-Royal Marine who works for a bunch of PMCs while hunting Bin Laden or doing dirty work such as supplying Free Syrian Army forces.

I’ve actually grown to like Graves more than any other COD character. Honestly, TF141 characters just became kind of cringe over the years. Especially Ghost with his skull mask 😅😅

Boy I sure do love the fact that they just assume you've kept up with the Warzone story cutscenes and don't bother explaining how Graves (or Alex for that matter) is still alive. I can't wait until the next game when Soap miraculously shows up again with no explanation after surviving a gunshot to the head.
