Honestly, I think on the enemy's side, losing Javier hurt more than losing Dutch for John. I know people claim John and Dutch were closer, but I think John had seen through Dutch for a long time. John had seen what Dutch had done to Heidi McCourt. Arthur losing Dutch hurt more than John losing Dutch simply because he had time to prepare for it. John and Javier were very close, and I'm pretty sure that losing him hurt just as much as Arthur's death because they were brothers. He probably thought Javier was going to be one who sided with him at the end of it all. Dutch already left John in Sisika Penitentiary so that confirmed in his mind what Dutch would do. John and Javier were closer at the beginning of RDR2. Arthur and John were closer at the end of RDR2.

Yes Arthur was like a brother to dutch while John was more like a son.

@MisterAlpha444 dutch and hosea were more like brothers I think noticed playing rdr2s Bank job I think he knew it was his fault that's probably why he went crazy john and arthur were more like brothers at the end of the game cuz at beginning of the game him and arthur didn't really see eye to eye once john left the gang then once Lenny dies arthur and John started to became close cuz before that it was Lenny and arthur I think john and Javier were to tho
