"Hochschule" does not translate to "high school", but rather it indicates an institution of higher learning, i.e. bachelor/master/doctorate/post-doc level of education.

For most of the Arts programs, they need German proficiency. Mostly technical courses are available in English. Moreover, you can find Arts programs at Uni Augsburg here: www.uni-augsburg.de/en/studium/studienangebot/uebersicht/

Well, the application process at Uni Augsburg is straightforward. First, find out your course and then write an email to the course coordinator and he will tell/guide you which information/documents you have to send.
