Also the save soil movement that started in India and is currently helping restructure land use legislature in 100 plus countries focuses on increasing the soil carbon content both for food quality but also for water holding capacity of the soil. In a way that is one organization that I have seen that actively connects soil regeneration with water cycle restoration in its campaigns and policy papers. They promote agroforesty as a solution that captures both the soil organic matter aspect and water restoration aspect. I think locally they work state wide with farmers helping them gain as much government funding for tree planting on their agricultural land while also promoting planting commercially valuable tree species with native forest species strewed in-between.
