We call them Clown Pouches. The further things stick out from you the more they move when you run, so you just end up with stuff flopping everywhere. You also want a clear line between where your mags are and your workspace. Lots of people accessorize like this when they are new, then eventually learn to trim down and balance weight properly.

Learned it quickly doing armed security, don’t have shit hanging out where your mags are, don’t put alot of shit there if you need to cross draw a taser or baton, or anything else… Off hand or cross hand can’t grab the other side, when struggling- you’re even less likely to succeed at doing it.
