they are going to have to create 1000's of huge manmade lakes to get enough dirt/rock to raise the elevation of the lands where the cities are...

they are going to need trillions of semi dump truck size loads to raise the level of land all across their country to fix this problem...and create rivers to the sea/ocean...and build man made lakes to collect the excess waters in...and then create irrigation systems for massive farm land...
