Not really to store water for emergencies, but in general its part of the water system of most homes in Mexico. And yeah, I can also recall to be really careful around these tanks, not ot mention they also have a lot of scary stories around them, about bodies being dumped on them.

My dad had a black rooster when he lived in Mexico, this was more down south, him and his friends would find other people who had roosters and would bet who would win in a fight. This was a common thing in his town. After 2 years or so he ended up selling his rooster so him and his family could get something to eat, his entire family was extremely poor, only having a concrete house that supported him, his 5 brothers and 6 sisters, and his mother.
