Kerala is different from total India, Kerala forest department are very efficient, Nobody can visit the tiger reserved forest privately. There are trips with the forest department team in their vehicle. If anyone try to enter the forest area without permission he will be punished. But with the help of Forest department you can travel on their vehicles. But there are many districts which don't have any forest but have modern city. Kochi, the Financial capital city of Kerala.
