Felum was perfectly calm and confident when dealing with other demons, but was terrified here. It means Rose is not only more intimidating than a demon, she intimidates demons.

To be fair, the Demons do not have ANY healers on their side. Not a solitary one. So, it isn't just because Rose is intimidating, it's also because Rose (and Usato) are the only people she has met her entire existence that can actually HURT her. That immediately compounds the terrifying aspect.

Given that the other option was life in prison, pressuring her into accepting a rehabilitation program is good for both Felum and the kingdom. Rose was determined to do the right thing, and no one, not even Felum, was going to stop her.

Ignoring the immediate plot point for a moment, this is a deviously cunning thing to do. Sure, you're turning a demon against their own kind (iirc, Felum states at one point she cared little about the other demons so an easy win there), but by showing mercy to the "enemy" by allowing them to be a part of the kingdom, it throws off how the demons actually see humanity, and in a way, how humans see demons. If one demon is able to coexist with humans, who's to say more can't. In turn, this leads to a possible peace.

It would only work so long as it's actually the way of how humans act. Irl, two warring factions wouldn't just end up being buddy-buddy, especially if blood has already been spilt.

Actually, as far as Llingner is concerned, that is how they work. They might not welcome the demons with open arms, but they won’t press for war when it isn’t necessary. The problem is that the Demon King is the one driving this war, and he has some kind of serious grudge against humanity. He’s the one they need to convince.
