He should know that the centre’s debt includes the state’s debt and controlling centre’s debt start with the states. That is why there are finance commission, parliamentary committees and other offices for auditing and controlling the country’s overall fiscal picture. India needs an urgent law that requires minimum qualification and experience for political leaders and other functionaries.
