That's natural. It's called staccato, it's not a vibration but a rapid sort of rolling or waving of the vocal cords. Besides, it happens when you breathe correctly from your diaphragm. Whoever you listen to, and their voice doesn't vibrate when they sing, are not breathing correctly.
When I first watched this, I didn't think much of Sierra Boggess. Looking at it again, I can see how good she would be within the show, but I don't think she was comfortable at that time singing it as a stand-alone song, especially as in these TV specials the tempo of the songs can be a touch faster to ensure it all fits into the time allowed.
@06donohuek, the song is pie jesu, and Sierra and Michael were perfect. and Samantha's performance impressed me. She was already amazing in Les Mis, but I'll bet she will be an amazing Evita some day.
